What exactly does it take to open a bounty hunting business?

I want to open a bounty hunting business to target sex offenders. What sort of things do I need to do to get the licenses, permits and such. Where do I go, who do I need to talk to. What does it take besides money which is the given. I need all the legalities.

edit...oh your serious. you need money obviously. Most bounty hunters are also bail bondsmen. You can be hired on an as needed basis. it's different by state. I would go to a local business attorney.
